Being the top e-scooter app development company in the USA, we previously shared a comprehensive guide to building the e-scooter app in California, Virginia, and Michigan.

In this blog, we will carry forward the legacy and share the far-reaching guide to build an e-scooter app in Texas, one of the sunniest states of America. To make your understanding more rational, we’ll list down the top 9 questions and their answers.

These questions and their answers will clear all your doubts and make you familiar with the cost & time of app development, market, government laws and most profitable cities of Texas to deploy e-scooters.

Question #1: Who are the big players dominating the micro-mobility market of Texas?

Texas is among one of the few micro-mobility markets which have first adapted the micro-mobility culture. And so, the micro-mobility market of Texas is business-ready and helping micro-mobility startups to break-even quickly. The governments of all major cities of Texas have already imposed very clear laws related to the use of e-scooters which dramatically reduces the time and effort to get the permit.

The capital city of Texas, Austin, has eight licensed e-scooter operators which cater to 500,000 riders monthly with more than 18000 micro-mobility vehicles. Though there are 8 micro-mobility startups operating their business in Austin, many eco-friendly residents of the city are still underserved and thus, there is still room available for new micro-mobility startups to maneuver.

The following graph clearly depicts that Austin has experienced a significant increase in the number of e-scooter trips.

Another image shows the behavior of the e-scooter riders. The white points in the following image indicate the starting points of the trips and blue points indicate the locations where riders end the ride. If you study this image closely, you can easily find out that the usage of e-scooter is higher near Austin downtown and The University of Texas.

Question #2: Why is a micro-mobility startup more likely to be profitable in Texas?

If you are planning to build an e-scooter app in Texas, but having cold feet over the thought of the profitability and success of the app, here are the top 3 reasons why you should stop worrying.

  • Pleasant weather throughout the year

A rider generally does not prefer to ride an e-scooter in freezing cold, on icy roads. Thus, it is safe to say that the profitability of the e-scooter sharing business highly relies on the weather of the business terrain. Many startups that are operating their business in snowy cities don’t earn a dollar during the winter months and suffer a big financial loss.

But, the weather of Texas remains pleasant throughout the year. While writing this blog, when the winter is at its peak in other parts of the country, the temperature of major cities of Texas lies somewhere around 23 Celsius. Though the mercury rises a bit in the months of summer, the number of very hot days isn’t many.

  • E-scooter friendly infrastructure

Cities should have wide footpaths and dedicated bicycle lanes to host the micro-mobility culture. New York City banned the e-scooters because of narrow and crowded footpaths and drivers not respecting the bicycle lanes.

But talking about the cities of Texas, wide footpaths and dedicated bicycle lanes are ensuring the safety of riders and giving an opportunity to the government to easily solve the last mile connectivity problem.

(Protected bicycle lanes in Austin, Texas)

  • Clear e-scooter regulations

Even though we’ve come so far since the first launch of Bird e-scooter in 2017, many cities haven’t yet put forth the regulatory structure. And thus, a micro-mobility startup has to spend a lot of time to get the permit.

But in cities of Texas, city authorities have already drafted an ordinance regulating the e-scooter. Any micro-mobility startup can easily comprehend the e-scooter regulations from the official website of the City Council and apply for the permit.

Question #3: What are the laws an operator and e-scooter rider should follow in Texas?

The following are the most common laws related to the use of e-scooter imposed by the cities of Texas. ( When you’ll approach us to build an e-scooter app in Texas, our business experts will make you familiar with the e-scooter laws of your selected city of Texas. )

  • An e-scooter rider should avoid riding on sidewalks, especially in downtown areas.
  • An e-scooter rider should ride in bicycle lanes whenever available.
  • An e-scooter rider should wear a helmet at all times.
  • An e-scooter rider should signal the intent to turn.
  • An e-scooter rider should park an e-scooter in a secure, upright position in designated areas.
  • An operator should print his contact details on every vehicle.
  • Dockless Mobility Units must only be available to customers at rates that are clearly and understandably communicated to the customer prior to use.
  • An e-scooter should have an electric motor of fewer than 750 watts.
  • The maximum speed of the e-scooter should be 20 mph.
  • A maximum of 500 vehicles is allowed to deploy on the streets.
  • The operator should respond to complaints within the following timeframes.
  • Sidewalk Obstruction of less than 3 feet – 60 minutes;
  • Travel and bicycle lanes – 60 minutes;
  • Transit stop obstructions – 60 minutes;
  • Environmentally sensitive area– 60 minutes;
  • Private property – 2 hours;
  • Rebalancing off-hours – 2 hours;
  • Other obstructions and nuisances – 2 hours;

Question #4: Which one is the best Texas city to start an e-scooter sharing business?

Considering the micro-mobility market of all cities of Texas, you can start your e-scooter sharing business in any city of Texas. But to compete with other players and be profitable, you should decide the business terrain after taking the scale of your startup into account.

If you are a small scale startup with limited initial capital, you should opt for less intensified markets such as Fort Worth, El Paso, Arlington, Corpus Christi. You can also tie-up with universities and launch your service within the boundaries of a university.

And if you are a medium-large scale startup with sufficient initial capital, you should opt for intensified markets as you have the resources to compete with the big players. These intensified markets include Austin and San Antonio.

Question #6: How much does it cost to build an e-scooter app in Texas?

The cost to build an e-scooter app in Texas depends on the approach you choose.

  • To develop a custom e-scooter app with all custom features, we charge somewhere between $15K to $25K.
  • The price to develop a clone e-scooter app of some popular e-scooter apps starts from $10K.
  • And our subscription plan for the white label e-scooter app starts from just $500.

Question #7: Why should you choose Coruscate as the technology partner?

Unlike London, many cities of the European countries are witnessing a transportation revolution. And surprisingly, a tiny electric scooter is the driving force behind this much-needed revolution. In the last few months, many global, as well as local micro-mobility startups, have started their e-scooter sharing business in many cities of different European Countries. According to McKinsey, the European micro-mobility market will reach somewhere between $100 billion to $150 billion by 2030.

Talking specifically about one of the most profitable micro-mobility markets of the European countries – Belgium micro-mobility market – almost all active micro-mobility startups of Europe choose Belgium as their business terrain as Belgium micro-mobility market is business-ready. Considering the profitability of the Belgium micro-mobility market, not only e-scooter sharing startups but also the bicycle rental startups and electric moped sharing startups are operating their businesses in many major cities of Belgium.

So, if you are also planning to build an e-scooter app in Belgium, you’ve landed in the right place. In this blog, we will discuss everything from Belgium micro-mobility market to the latest technologies which are being used in e-scooter app development, Belgium e-scooter regulations and even the cost to build an e-scooter app in Belgium.

» Belgium micro-mobility ecosystem

As discussed, Belgium is hosting 10+ e-scooter, bicycle and moped sharing startups. Eco-friendly people, proper infrastructure, and supportive government are the major reasons why micro-mobility startups are mushrooming in this tiny country of Europe. Another reason why Belgium has the room for many more micro-mobility startups is the low riding cost compared to other markets. According to McKinsey, the EU pricing is about half that in the United States.

Following are the top micro-mobility startups dominating the micro-mobility market of Belgium.

  • JUMP

JUMP is Uber’s micro-mobility company which has deployed 500 electric bikes across Brussels City, Saint-Gilles, Ixelles, Etterbeek, Sint-Joost-ten-Node and Schaerbeek.

To know more about JUMP and build a clone of JUMP e-scooter app, read our dedicated blog

  • Dott

Dott is the Netherlands-based e-scooter sharing startup founded by Maxim Romain and Henri Moissinac. Its e-scooter hardware is 100% repairable with all parts replaceable when damaged. Dott is working with the local authorities and hiring local staff to offer the best and reliable service in each city.

To know more about Dott and build a clone of Dott e-scooter app, read our dedicated blog.

  • Troty

Troty is the Belgium-based micro-mobility startup which has successfully found its space among top micro-mobility startups. It charges €1 to unlock an e-scooter and €0.15 for every minute of the ride. One can also rent Troty’s e-scooter on an hourly basis by paying €6.5 for an hour and one can even rent an e-scooter for the whole day by paying €39.

  • Felyx

Founded by Maarten Poot and Quinten Selhorst in 2016, Felyx is the Amsterdam-based scooter-sharing startup. Using its robust mobile app, users can locate nearby electric scooter and reserve it. A rider has to pay €0.30 per minute to ride Felyx’s electric scooter. Amsterdam and Brussels are the major service areas of Felyx.

To know more about the Felyx and build a clone of it, read our dedicated blog.

E-scooter regulations in Belgium

Two years ago, the sudden appearance of e-scooters and e-bikes on the roads of cities forced many governments to think freshly about their old traffic rules. Belgium which had already revamped many traffic rules in 2007, had to reconsider those rules in 2017 when Chinese bike-sharing service O-Bike and Gobee dropped hundreds of bicycles around the city.

As of now, every micro-mobility startup is required to acquire a permit from the government prior to deployment of e-scooters on the streets of any city of Belgium. Those startups are also required to pay extra heed to the quality of the e-scooter hardware to ensure the safety of riders and pedestrians.

Following are some other e-scooter laws in Belgium our team of business experts have come across while helping a Brussels -based client to get the e-scooter permit.

  • The operator should provide a helmet to every e-scooter rider and every e-scooter rider should wear a helmet.
  • A rider can ride an e-scooter on the sidewalk as long as he does not exceed the walking pace. In other words, a rider while riding an e-scooter on the sidewalk is considered as the pedestrian and he has to behave as such.
  • An e-scooter rider has to respect traffic lights and pedestrian crossings.
  • An e-scooter rider can use one-way streets in both directions.
  • The operator should make sure that broken e-scooters are repaired within 24 hours.
  • While riding an e-scooter on the pavement, the speed limit should be 25 km/h.

Government of Belgium has also suggested some safety guidelines to follow while riding an e-scooter.

  • An e-scooter rider should take the necessary time to have the grip of the machine.
  • An e-scooter rider should remain predictable for other users.
  • An e-scooter rider is advised to avoid placing himself in the blind spots of cars, trucks and buses.

Government of Belgium has also suggested some safety guidelines to follow while riding an e-scooter.

So, now when you know the Belgium micro-mobility market and e-scooter regulations in Belgium, let’s turn the pages and discuss the technical part of the e-scooter app.

Top 3 technologies making an e-scooter app unbeatable and e-scooter sharing business effortless

Generally, every newbie startup gives cold shoulder to latest technologies and asks e-scooter app development companies to employ conventional technologies for the sake of saving a few bucks. But an app developed with the last generation of technologies simply can not perform well in the intensified market. Because only new technologies can help you lock horns with some of the very disastrous challenges of the micro-mobility industry.

Following are the top 3 technologies which can take the functionality of your e-scooter app and profitability of your e-scooter sharing business to the next level.

  • Anti-theft

Vandalism is the major challenge facing all micro-mobility startups. But an in-built feature which triggers the alarm if someone attempts to move or tamper with e-scooter without using the app can increase the lifespan of an e-scooter. After all, the e-scooter costs around $600 and its average lifespan in the USA is only 28 days!

  • AI

An admin panel working on AI technology can dramatically increase the efficiency of all business processes. It predicts the demand in different locations. It also predicts the effect on usage if you change the fare. And most importantly, it solves all queries of the customers within seconds.

  • Geofencing

Geofencing is there in all e-scooter apps. But you should use it properly to leverage it. The proper use of geofencing technology prevents a rider from taking your e-scooter outside of the operational area. It also alerts the rider when he approaches the school, park and crowded market.

Cities in the Gulf Cooperation Council (GCC), including the cities of Saudi Arabia are witnessing many challenges of congestion, traffic safety, and accessibility for underserved populations. However, with the radical disruption in the global transportation industry, cities of Saudi Arabia and other cities in the GCC have many opportunities to catch up.

In the last few months, many European and American cities have decoded their deep-rooted transportation challenges by adopting micro-mobility solutions which work on the advanced tracking and IoT technologies. Government of Saudi Arabia is also using technology-enabled mobility to reduce traffic congestion, increase road safety and fight against climate change.

Government of Saudi Arabia and several other GCC governments have already started encouraging e-scooter operators and users to work together to find a sustainable solution. Regardless of the scale, all micro-mobility startups can consider this as the 2020’s first business opportunity. They can tie-up with the government, get a permit, build the e-scooter app and deploy e-scooters on the streets of Saudi Arabia’s two most profitable markets, Jeddah and Riyadh without getting restricted by local authorities, unlike other European cities.

In this blog, we will discuss the efforts of several GCC countries to innovate the transportation, elements of the smart micro-mobility ecosystem, most recently launched e-scooter apps in Saudi Arabia, reasons why you should start an electric scooter sharing business in Saudi Arabia and cost to build an e-scooter app in Saudi Arabia.

Government’s efforts to support the micro-mobility ecosystem in GCC

Some cities of GCC are already including the smart micro-mobility and smart mobility projects into their urban planning as they believe that making transportation smart is the first step to develop the smart city.

  • According to Frost & Sullivan, Saudi Arabia and the UAE will invest around $50 billion in smart city projects through 2020.
  • In Saudi Arabia, Neom which is the planned cross-border smart mega-city has recently declared to develop world’s most user-centric, technologically advanced and eco-friendly mobility ecosystem by prioritizing the electric, shared, and smart mobility options.
  • Another country of the GCC – Qatar – which is going to host the FIFA World Cup in 2022, is ceaselessly working and investing to improve public transportation options as well as micro-mobility ecosystem.
  • Abu Dhabi has a self-driving shuttle service and partnerships with several micro-mobility startups. One of those startups is Lime which recently launched a groundbreaking feature only for the rider of the Abu Dhabi.

The positive aftermath of the government’s efforts has already started popping up. Recently, two micro-mobility startups have kicked off their electric scooter sharing business in Jeddah and Riyadh. If you are planning to build an e-scooter app in Jeddah and Riyadh, Saudi Arabia, you should read this.

Recently launched e-scooter apps in Riyadh and Jeddah, Saudi Arabia

Riyadh is Saudi Arabia’s capital and main financial hub. It is located on the desert plateau in the country’s centre. In October 2019, a Europe-based micro-mobility startup Circ has announced its expansion to Saudi Arabia. Circ’s entry to the kingdom is believed a step towards accomplishing its ambition to drive the micro-mobility revolution across all potential cities of GCC.

Circ has tied up with the real estate management arm of the Saudi Public Pension Agency (PPA) and a subsidiary of Al Ra’idah Investment Company (RIC), RAZA, and deployed its fully electric scooters across the Digital City in Riyadh.

To know more about the Circ and build its clone app, please read our dedicated blog on Circ.

Unlike Circ, a local micro-mobility startup named Dabeeb, founded by two friends recently launched an e-scooter app and deployed e-scooters in another Saudi Arabian city, Jeddah. In addition to e-scooters, Dabeeb provides e-bikes which can be rented through the mobile app. The founders of the Dabeeb got an inspiration to jump into the micro-mobility industry when they found it difficult to commute within the university campus. Though the Dabeeb is the newbie and local startup, it has raised somewhere between $101K-$250K.

Now, let’s quickly discuss the reasons why a micro-mobility startup is likely to taste the massive success in the Saudi Arabian micro-mobility market.

Top 4 reasons why it is a safe bet to build an e-scooter app in Saudi Arabia

Our business experts have studied the markets where every e-scooter app is enjoying the very high user base. And they discovered that a commuter, university student, tourist and even a casual user give up on their cars and opt for e-scooter only because of the 4 factors. Those 4 factors include:

  • Safer roads

In 2018, almost 6000 people died (nearly 16 people on every day) and 30000 people got injured in the road accidents in Saudi Arabia. This number depicts how severe the situation is!

An e-scooter which is equipped with many safety features can surely reduce the road accident death total. The maximum speed of the e-scooter is very less than the car but enough to quickly travel within the city. Additionally, the speed of the e-scooters is remotely controllable. And geofencing technology alerts the rider when he approaches the accident-prone area, school, park and market.

  • Less traffic

As discussed, peak hours traffic in almost all major cities of Saudi Arabia is haunting commuters as well as the government. So, to increase the average commute time, an e-scooter is the best mode of transportation. It is very easy to ride and navigate through the streets.

  • Cleaner environment

Due to intense fossil fuel usage, Saudi Arabia is suffering from many environmental issues which directly affect the health of the people. In the year 2018, a total of 422,000  cars were sold in Saudi Arabia and unsurprisingly, a car is the major source of harmful gases.

An e-scooter is powered by a rechargeable battery and it is emission-free. Most importantly, it is much more affordable than other electric vehicles.

  • More effective workforce

An e-scooter is the best last-mile connectivity option. It helps households to move closer to urban areas which eventually increases their employment prospects and options.

So, after reading so far, if you are thrilled to build the e-scooter app in Saudi Arabia, you should know the 5 elements of the micro-mobility ecosystem.

Elements of the micro-mobility ecosystem

  • User experience:

Whether it is a mobile app or e-scooter hardware, the user should get exceptional user experience while booking the e-scooter and even while riding an e-scooter.

  • Existing mobility modes:

Cities and micro-mobility startups should integrate other mobility modes such as public transportation, car sharing, and ride-hailing services with e-bike or e-scooter sharing to help people travel within cities in a truly painless manner.

  • Emerging technology

Micro-mobility startups should employ emerging technology to offer a safer ride and monitor user activities effectively.

  • Data and Analytics

Micro mobility startups should collect data from the connected devices and mobile app. They should also visualize and analyze data and work with cities to make infrastructure more e-scooter friendly and spread awareness about e-scooter sharing.

  • Regulations

Governments need to craft the set of regulations and e-scooter operators should obey it to ensure the safety of riders.

Lime which is active in 50 cities across 20 European, the Middle East and Asian countries has rolled out a much-awaited ‘Group Ride’ feature allowing users to book and unlock 5 e-scooters at a time from the single app and single account. However, Lime has only made this feature accessible to the riders in the UAE. Lime users of the Abu Dhabi where Lime began operating at the end of November 2019, will be able to access group ride feature straight from the iOS and Android devices.

Considering the fact that group riding is more dangerous, Lime asked each user to obey the company’s rules and regulations which include wearing a helmet, not carrying a pillion, and respecting the pedestrians.

Many business experts and industry experts believe that the underlying purpose behind Lime’s group riding feature is attracting more university students who prefer to travel with their friends. In fact, university students are the most potential users of micro-mobility startups like Lime.

Additionally, integrating features based on the characteristics of the user groups is the most proven and effective technique to acquire more users. When Uber launched the taxi booking app in Bangladesh, they studied the market, defined the user groups, discovered their characteristics, and introduced not only a new feature but a whole new service called Uber Moto. Same way, if you want to perform well in the overly intensified micro-mobility market, you should define the user groups and add dedicated features for all of them.

In this blog, we will discuss top user groups of the e-scooter app, their characteristics and which are the best features for all user groups to give them the best user experience. We will also include the cost to actualize the e-scooter app like Lime with all basic as well as futuristic features.

Most potential users of the e-scooter app

We at the Coruscate accommodate many well-versed business experts who have ceaselessly studied the micro-mobility ecosystem to deliver our more than 5 micro-mobility projects with the highest-ever success rate. And we actually did it. Also, while collecting data of the micro-mobility market, we accidentally came across many game-changing market insights. ‘Top user groups’ is one of them. This data is so significant that if you build the e-scooter app by taking this data into account, you can easily double the user engagement and user retention rate.

How to Make an e scooter App Like Lime, Develop Alternative app of Lime, Lime alternative app features to consider

Following are the top e-scooter app user groups and dedicated e-scooter app features for all of them.

User Group #1: University students

University students are the most potential users of the e-scooter app. If you pay heed to their requirements and do justice with them, they can help you conquer the market.

Almost all top e-scooter rental startups have started their business journey by deploying e-scooters within the boundaries of a university campus. For instance, Lime e-scooter rental startup which is valued at over $2.4 Billion has first deployed its shared micro-mobility vehicles at the University of North Carolina at Greensboro.

Not only Lime but the latest American micro-mobility startup, Fly Rentals, has also chosen the surrounding areas of the Western Michigan University and its campus as the business terrain and been witnessing an unexpected growth.

Characteristics of ‘university students’ user group:

  • They generally travel in a group.
  • They are always looking for fun.
  • They give a cold shoulder to safety.
  • They can’t afford the high fare.

E-scooter app features for ‘university students’ user group:

(Before discussing dedicated e-scooter app features for the university students, it is worth mentioning that your hired e-scooter app development company should integrate a module in the app which first scans the profile details of the users to identify whether he belongs to ‘university students’ user group or any other user groups and then decides the app interface based on the identified user group. The easier option is to add the button of the ‘group riding’ feature along with many other features for other user groups and let riders choose the most preferred feature.)

  • Like Lime, allow a user to book and unlock maximum 5 e-scooters from the single app, single account.
  • The person who books the e-scooter is called Host and his co-riders are called Guests.
  • All details of the rides and e-scooters including the fare are exhibited on the host’s account.
  • The host can any time end all rides individually or in bulk.
  • To encourage them to wear a helmet, you can ask them to upload a photo wearing a helmet to earn credit for the next ride.
  • To offer the affordable rides to university students, you can tie up with universities and introduce an affordable weekly or monthly pass with unlimited riding minutes.
  • You can also work with the universities to enable students to unlock the e-scooter by just tapping their identification cards. ( We have the expertise and we can surely help you build such a system without charging any extra. )

User Group #2: Commuters

After university students, commuters are the most potential users. Rising gasoline prices and climate change issues give many reasons to commuters to give up on cars and opt for an eco-friendly mode of transportation.

However, commuters who use e-scooters to commute are generally divided into two user groups. First user group of the commuters travels in metro buses or trains to a certain location and then uses e-scooters to reach office. And another user group of the commuters uses e-scooters to travel directly from home to office and office to home.

Characteristics of the ‘Commuters’ user group:

  • They always want to discover and book e-scooters instantly.
  • They always want to reach the office or home on time.
  • They hate to leave the e-scooter app and open other navigation apps to find the most relevant and safer route.
  • They want e-scooters for a fixed time period, on the fixed days.

E-scooter app features for ‘commuters’ user group:

  • Ask a user a fixed time when he needs an e-scooter to reach office or home and based on that input, books the nearest e-scooter automatically for that rider and sends him the notification.
  • Give him the time window to either accept the booking or decline it.
  • Ask a user his office and home addresses and show him the most relevant and safer route once he unlocks the e-scooter. (Safer route includes the route which has dedicated bicycle lane.)

User Group #3: Casual users

E-scooter is the most affordable mode of transportation and one can utilize it to save a lot of bucks and complete daily chores effortlessly. People who want to visit the nearest doctor, nearest grocery store and the nearest park can unlock the e-scooter and drive there while not causing the trouble to their pocket as well as to the environment.

Characteristics of ‘casual users’ user group:

  • Casual users generally use e-scooters to not travel far.
  • They are always looking for nearest utility shops and parks.
  • They do not want to be charged while they park e-scooters outside of the shop to complete their tasks in the shop.

E-scooter app features for ‘casual user’ user group:

  • Show them the nearest utility shops and parks in the app itself with the ETA.
  • Allow them to pause the ride only for fixed minutes.
  • When they pause the ride, read the data from the speed sensor of the e-scooter hardware and if it is moving, decline the pause ride request.

User Group #4: Tourists

Tourists are the most underrated users of the e-scooter apps. A tourist visiting a new city has mainly two requirements. He wants to explore the city while having fun and he doesn’t want to spend too much to explore the city. So now, if he rents a car, he has to spend too much and if he uses public transportation, he can’t have fun travelling in crowded metro buses and trains. So, what is the alternative? Of course, the e-scooter.

E-scooter which is affordable and fun to ride is the best mode of transportation for any tourist, period!

Characteristics of ‘tourists’ user group:

  • They do not want to skip a single city attraction.
  • They want to find the nearest restaurants, ATMs and public toilets.
  • They also want to get weather information and real-time alert.
  • They would like to take a guided city tour.

E-scooter app features for ‘tourists’ user group:

  • Show them all city attractions on the map with ETA and availability of e-scooters.
  • Show them the all nearby restaurants, ATMs, and public toilets and also navigate them there.
  • Let them check the weather from the app itself. And In the case of severe weather, alert them.
  • If possible, give a guided city tour on e-scooters like an Australian micro-mobility company named RIDE

Over the regulations and permits, a constant fight between governments and electric scooter sharing companies is still going in 2020. What makes the ongoing conflict between them engaging is the winner! Winner varies from city to city! (These two recent news of the e-scooter sharing market justifies it.)

Recently, Loudoun County located in the Commonwealth of Virginia in the United States,  decided to run the dockless e-scooter sharing pilot program. Whereas, New York City, which is just around 250 miles away from the Loudoun County banned the e-scooters.

The reason why you should consider these two latest news of the micro-mobility industry is because of the fact that when the government approves the e-scooters or even ban them, there are many reasons behind that decision and if you are planning to start an electric scooter sharing business in Virginia or anywhere else, you should know those reasons.

Apart from that, one should also know the cost to build an e-scooter app and how we as the leading e-scooter app development company can help you start your electric scooter sharing business in a way that it does not disobey any of the regulations. But before all of this, let’s first dig deep into these two latest news to find out the reasons why one city is allowing e-scooters and why another isn’t.

Loudoun County, VA where e-scooters are legal

On 1st January 2020, the Loudoun County kicked off a pilot program for electric scooters to evaluate the use of e-scooters in the eastern part of the county. This eastern part includes areas such as Ashburn, Loudoun Gateway and Dulles International Airport Silver Line Metro rail stations. Initially, they only allowed 1000 SMDs (Shared mobility devices) to deploy.

One of the reasons why Loudoun County was able to legalize e-scooters is the new legislation passed in Virginia General Assembly in March 2019. The new legislation gives local governments the authority to regulate the operation of dockless e-scooters.

How to apply to get a permit and start an electric scooter sharing business in Loudoun County, Virginia?

The much-anticipated pilot program was approved by the Loudoun County Board of Supervisors on December 3, 2019, and currently, they are seeking e-scooter rental companies to provide shared mobility devices. The interested operator can acquire the permit by paying a one-time fee for each device type. The permit fee is $8000 for 250 e-scooters.

On their official website, they have put an application form which you have to fill and submit it along with Virginia Business Registration, Virginia Certificate of Good Standing, and Loudoun County Business Professional Occupational License.

You can find their official website here and application form here

In the application form, they have asked you to add contact details as well as Fleet mode, Fleet Size, Device model, and Device tracking technology.

Here, it is worth mentioning that they will not accept your application if you email it or fax it. They want you to deliver the application form with the permit eligibility documentation and payment for the fees to the Department of Transportation and Capital Infrastructure (DTCI) at 101 Blue Seal Drive, Suite 102, Leesburg, VA 20177.

New York City where e-scooters are illegal

E Scooter business bann

The bill to legalize the e-bikes and e-scooters in New York City has already been passed with overwhelming support in June 2019. However, New York City Governor Andrew Cuomo has vetoed the bill in December 2019 which made electric scooters and bike illegal in New York City. He cited the lack of mandatory helmet requirements and other safety concerns as the main reasons for his denial.

However, many industry experts and politicians raised questions on Governor Cuomo’s decision. Nily Rozic, a New York State Assemblywoman from Queens said that Cuomo has missed an opportunity to deliver economic justice to delivery workers. A spokesperson for Bird said in an email that we have been getting overwhelming support from the legislature and from the environmental community; we look forward to bringing e-scooters to New Yorkers next year.

So far, we’ve covered two latest news which depicts that electric scooter sharing companies are facing different challenges in different cities. In some cities, governments ask micro-mobility startups to apply for a permit and in some cities, micro-mobility startups ask governments to let them apply for the permit. So, let’s find out the factors which make an international industry localized.

Why e-scooters are illegal in New York & London and legal in Virginia?

Our business experts have studied laws related to e-scooters, documents required for permits and infrastructure of different cities and disclosed 4 major reasons why e-scooters are legal in some cities and illegal in others. Those 4 major reasons are,

  • Laws
  • Safety concern
  • Infrastructure
  • Public awareness

Let’s present each reason in further detail.

Electric scooters are essentially illegal to use in London. And it is because of a series of laws that date back to the Victorian era. The oldest one is the Highway Act 1835 which bans horse, sheep, mule, swine, cattle and carriage from being on the pavement or sidewalk. Though there are many modern laws, new laws still consider mechanically propelled vehicles as the carriage which has been illegal to drive on the sidewalk since the Victorian era.

Talking about New York City, there aren’t any harsh rules like London. However, the city which accommodates many immigrants lacks awareness regarding the use of e-scooters. Additionally, the streets of New York City are more congested than any other American cities. Deploying e-scooters on the already congested streets for people who merely know a single thing about e-scooters can surely cause havoc. It is also very dangerous for the people riding e-scooters without basic knowledge.

Loudoun County, on the other hand, has modern and very clear laws regarding the e-scooters. It also has an e-scooter-friendly infrastructure and fewer people compared to London and New York City. Though public awareness is the concern even in the Loudoun County, it is very easy for government and e-scooter sharing companies to run an awareness campaign.  Considering these reasons, Virginia or Loudoun County is the best market to launch the e-scooter sharing app in 2020.

The Race for Urban Mobility is still on! Bird launches its e-scooters in Luxembourg

By 2020, 60% of the population is anticipated to live in cities as per a survey in Markets and Markets. Another report in Navigant Research suggests that the global smart mobility market is forecasted to reach $25 billion by the year 2024.

As congestion increases in cities, the existing transportation like cars and buses are unable to keep up with the ever-growing population. According to the 2018 INRIX National Traffic Scorecard, Americans have lost an average of 97 hours in a year due to jams in 2018. The Americans had to pay approximately $87B, or about $1,348 per driver.

Every city and states are determined to solve their transportation crisis. With the rising concerns about the gas-powered emissions, micro-mobility startups like Bird, Lime, Mobike, and Ofo are arising as a compelling option to the prevailing transportation mix.

Micro mobility is nothing but short-distance transportation which is under 5 miles. Also, frequently, it is an easier way for the growth of bike and e-scooter sharing companies that are prepared to change the face of urban transportation.

People usually have their daily commute routes set within the category of micro-mobility and therefore, the e-scooters can become a great choice to opt for daily transportation. In the case of the US, the approximate percentage of the trips carried out within 5 miles is 60%

Authur D. Little’s Future of Mobility 3.0 states that numerous cities and countries have already accepted the regulations that will ban the sale of cars with petrol and diesel combustion engines. And in the long term, electric or hydrogen engine vehicles will be taking over the place of the vehicles running on gas starting with the Netherlands by 2030, Norway by 2035 and the UK and France by 2040.

China has declared the ban on production will start in the near future. However, the automotive automakers in China are expected to accumulate assets for new-energy vehicles (NEVs) equal to 10% of annual sales by 2019. And the percentage will be increased to 12% by the year 2020.

A new electric scooter rental plan has been launched in Austria in September 2018. The market for e-scooter is growing and flourishing each day with the launch of GoBike by Ford and Bird’s commencement in France, Brussels and Tel Aviv.

How to Make an e scooter App Like Bird, Develop Alternative app of Bird, Bird alternative app features to consider

E-scooters Sharing Business in Luxembourg

In Luxembourg, one of the e-scooter manufacturing startups Ujet has manufactured a foldable e-scooter that they claim to have designed for the cosmopolitans. They are launching the e-scooters for the Paris market in the Spring of 2019.

As we know e-scooter have spread widely in most of the countries around the world. However, it is the first time that an e-scooter app has touched the streets of Luxembourg. The popular American company Bird, which has already spread its wings in more than a hundred countries has now stepped in Luxembourg as well. The major countries where Bird is already operating are Atlanta in the US, to Berlin, Frankfurt, London, and Paris.

The scooters are accessible day and night. The company will be dropping 360 e-scooters on the roads of the capital as reported by Silicon Luxembourg. They also reported that Bird is planning to set up 40 so-called ‘nests’ where scooters can be found by the commuters. They have prioritized availability in Kirchberg, and by Glacis in Limpertsberg as of now. They are making the e-scooters available from 7 am until 9 pm. The newly introduced Bird e-scooters placed on the roads are expected to change Luxembourg’s driving mindset and help avoid city-center obstruction.

➯ A very silent arrival

With the requests for authorization going on for many months and there have been rumours about it getting more and more persistent. At Luxembourg, the authorities did not recognize the electric scooters as a means of transport. So, the launch of Bird bikes was a very modest one.

Although the city has many restrictions and reservations, it does not have any legal constraints to prevent the e-scooters from launching. Taking advantage of the gap that exists in the legal system, Bird has launched its e-scooters on the roads successfully for now. Until and unless the city officials find a way to establish some kind of rules, other companies like Bird will also be able to launch the e-scooters in Luxembourg.

➯ Tackling the sidewalk issue

The municipalities and people around the world had always been complaining about the e-scooters being parked on sidewalks and pedestrian areas. But to tackle these challenges in Luxembourg, Bird is relying on the Luxembourgish fleet management team in charge of the pick-up, dispatch, maintenance and “head-hunting”.

Bird had private individuals called “Bird Chargers” to look after the collection, charging and return of the e-scooters to self-service and they were paid a certain amount for the work. However, in Luxembourg, Bird is offering a premium service depending on the Bird Hunters who will be collecting the e-scooters outside their reserved areas. They will be in charge of checking the batteries and reorganizing them in the nests every day.

➯ A love-hate bond

Bird has recently launched its e-scooters in Berlin, Hamburg, Cologne, Frankfurt, Munich, and in Verona. Bird has chosen Luxembourg as the new European city to put out its bikes in the public space. The city of Luxembourg reinvested 2.8 million in its Carloh self-service car service, which concluded de facto, through a letter from the mayor of the City. This happened right when the startup Troty- self-service electric scooter service was expected to launch. Francois Bausch, the minister of mobility has recently announced that the highway code will be adapted to take into account the new means of transportation including the e-scooters.

Bird’s goal is very clear. They want to spend adequate time to prove that the service is capable of surviving the test of time. They already have a solid foundation and have recently raised funds around $275 million which brings its value to $2.5 billion.

With the Bird’s adventure, it has opened the way for many in-land and outsider e-scooter companies to try their hands in the territory of Luxembourg. As there is less competition as of now, there are changes for you to build strong roots in the country.

So, if you are ready to try out a new adventure, connect will us for your queries regarding e-scooter app development and we can help you with the latest infrastructure, tech stack and an expert team of developers to build an app to rule the hearts of people in Luxembourg.
